United States Enrichment Corporation

Consulting Group, Inc. (WCG) conducted a series of projects following
the privatization of this formerly government-owned uranium enrichment
organization, involving:
- Change Management
- Organizational Design
- Technology Commercialization
- Cost Reduction
- Organizational Effectiveness
WCG first reorganized both gaseous diffusion
plants from traditional cost-plus government contract management organizations
into a more efficient and effective, modern, private-sector organizational
structure. Existing functions were streamlined, and needed but absent
functions were identified and provided for. In addition, observations
were made regarding several management processes including work control,
maintenance, systems engineering, design engineering, plant support engineering,
the use of performance indicators, training, and others.
Later WCG reviews focused on improving effectiveness and efficiency
in the two plants, on technology transfer, and on cost reduction:
- Efficiency/Effectiveness reviews included extensive contact/interface
with USEC personnel from senior and line management to workers, and
addressed work control, operations, and production support functions,
among others.
Management processes were improved, duplication and unnecessary
fragmentation were reduced, and lines of communication were strengthened.
- WCG also defined the major organizational steps, staffing and timing
needed to commercialize a new laser-based enrichment technology under
early development at Lawrence Livermore Laboratory.
Calling on its commercialization/developmental experience gained
in conducting several Prudence Reviews for nuclear plants, WCG developed
timelines for commercialization, manpower and staffing requirements,
Project Management needs, and estimated the various resources that would
be required at various stages in the commercialization continuum.
Ultimately, once the true costs and complexities of the
commercialization effort were understood, the client decided to cancel
the effort entirely, likely saving billions of dollars.
- Most recently, WCG also aided USEC in completing production
cost reduction projects aimed at improving competitiveness in the world
market for enrichment services.
