The Spring meeting of the USNA Alumni Association (AA) Board of Trustees Meeting was held in Annapolis on 6-7 May 2004.  Committee meetings were held on the 6th, and the formal BOT meeting commenced at 0730 on Friday, 7 May.  The formal meeting included reports from the standing committees as well as other business, including reports from ADM Carl Trost ‘53 (Chairman), George Watt ’73 (President), and VADM Rod Rempt ’66 (Superintendent).  In order to shorten (and, therefore, make this email more readable), I will concentrate on the more important points that were presented or discussed.  Please feel free, as always, to call or email me for any comments, clarifications, or input that you might have.  Make sure you use my correct email address, i.e., DON’T hit the “Reply” key to this email.

 

ADM CARL TROST ’53, CHAIRMAN OF THE BOT

 

·        The proceeds of the sale of the 243 King George St. property for $545,000 will be used for the upkeep and renovation of Ogle Hall (Alumni House).

·        ADMIRALS TROST AND LARSON (USNA Foundation Chair) sit in on all Joint Finance & Audit Committee, Joint Compensation, and Joint Investment Committee meetings; these are working well; we will continue to amalgamate the Foundation (Development), Foundation (Athletics & Scholarships), and the Alumni Association (AA) under one, synergistic organizational structure; the AA has three Trustees on the main Foundation Board: ADM Trost ‘53, VADM Griffiths ‘46, and George Watt ‘73.

·        71 of 91 Chapters were represented at the Chapter President meeting two weeks ago, and it was a very good meeting.

·        Believes structure and composition of BOT is sound, and represents all constituencies; believes that the two upcoming vacant BOT Trustee seats (Board selected) should be filled.

 

GEORGE WATT ’73, PRESIDENT AND CEO OF THE AA

 

·        The amalgamation of the Foundations (Main and A&S) with the AA is four years old, working well, and the synergy was instrumental in weathering the downturn in the financial markets in the past few years.

·        The AA grew from 38,620 to 49,522 members in four years; the stretch goal is still 70,000, but a more realistic goal is 60,000; there are just over 50,000 living graduates.

·        The 92nd AA geographic Chapter will be added today after the vote on the Northern Idaho Chapter.

·        Shared $60 million over four years with USNA for projects, while investments grew $26 million; receipts grew from $11 million to $35.3 million over that period; Over 70 percent of revenue comes from alumni donations; President’s Circle membership grew from 400 to 1149 in that time.

·        The BOT sets policy; the AA staff carries policy out by developing and following processes and procedures.

·        Several needs exist: Improve feedback mechanisms from Chapters and BOT to staff; Improve tools given to Chapters and alumni, e.g., IT technology, etc.; Continue to build relationships with Yard leadership; Develop another AA goal that relates to measuring AA Customer Service to alumni; Form a new Strategy Team to validate and update Plan 2010 goals.

 

CORBIN McNEILL ’62 (CHAIR) AND CAPT. HANK SANFORD (CFO) – JOINT INVESTMENT COMMITTEE REPORT

 

·        Very active Committee; meets quarterly and sets investment allocations and benchmarks.

·        $102 million in investment assets

·        23.6 % 1-Yr growth; 2.5% 1st QTR 2004

·        Plan to update the investment strategy this year with a formal study by the Committee

·        Expect 2004 budget surplus of $425,000 for the AA; investment performance improvements have helped

·        2005 AA budget goals are conservative in a balanced budget (that does not use cash reserves); 3.8% increase projected; BOT approved by formal vote.

·        Reduced AA management fees to Class and Chapter funds to a flat 0.85 % across the board

·        Financial strength of the amalgamated organizations is solid.

 

RADM ROY SNYDER ’50 – GOVERNANCE COMMITTEE CHAIR

 

·        Cleaned up wording and deleted superfluous language in a few sections of the by-laws; the BOT approved by formal vote.

 

 

DAN LEAR  ’68 – MEMBERSHIP COMMITTEE CHAIR

 

·        Corporate Relations initiative was very successful, with about $80,000 in new income for the AA from corporate sponsors; most in Annapolis to date, but successful trial period suggests we expand the program nationally.

·        Proposed 31 individuals (parents, staff, and faculty) for Associate Membership in the AA; BOT approved by formal vote.

 

BOB STEVENSON ’60 – HOUSE COMMITTEE CHAIR

 

·        Electrical safety and new boiler upgrades will be done to Ogle Hall this year; Structural integrity of 49 House will be investigated by a consultant.

 

BERNIE MAGUIRE ’64 – COMMUNICATIONS COMMITTEE

 

·        AA will be responsive to alumni survey on Shipmate magazine: 10 issues will remain; All past sections will remain

·        Big change to Shipmate will be reduction of Class News (for each Class) from 4,000 to 2,000 words per issue; classes are urged to use their respective web sites for additional, repetitive, and/or photo postings; this change will save $600,000 in Shipmate expenses each year, thereby balancing the budget; if this change creates hardship on classes it is open to subsequent review and modification.

 

ROB BENDER ’73 – ADMISSIONS COMMITTEE

 

·        New IT system at USNA Admissions Office allows better targeting of High Schools through SAT score knowledge

·        Trying to strengthen relationship with parents, B&G Officers, and Academy Awareness program.

 

VADM CHUCK GRIFFITHS ’46 – COUNCIL OF CLASS PRESIDENTS

 

·        Currently 55 class-giving projects to USNA exceed $90 million

·        Class Presidents meeting two weeks ago was spirited and successful

 

GEORGE WATT ‘73

 

·        Reviewed Northwest Idaho Chapter request (No. Idaho, E. Washington, & W. Montana); BOT approved by formal vote

 

DEPARTING AND NEW BOT TRUSTEES

 

·        Departing:  CAPT Dennis Spurgeon ’65 (Greater Washington Chapter); CDR Steve Young 84‘ (‘80s Decade); CDR Patricia Cole ’82 (Board selected); CAPT Glenn Montgomery ‘ 71 (Pensacola Chapter).

·        Incoming:  CDR E. J. Sullivan ’68 (Greater Washington Chapter); CDR Dan Proulx, SC, ’82 (‘80s Decade); CDR Lee Price ’78  (Pensacola Chapter)

 

VADM ROD REMPT ‘ 66 – SUPERINTENDENT

 

·        Summarized USNA mission:  Develop combat leaders of character

·        Morally – Leadership Conferences; Lecture series (e.g., Gen Hagee ’68, CMC; Former President Bush); ‘64/’84 Ethics Dinner; Ethics Bowl Competition (USNA won from 18 schools).

·        Mentally – Hurricane Isabel recovery disrupted classes; USA Today Academic All-Americans (3 from USNA – only Service Academy); 4/C academic major selection (technical emphasis); Scholarships (10% of USNA grads to graduate schools).

·        Physically – Houston Bowl in football; Phase 3 Stadium renovation; winning records vs. Army (16-13); Rifle – MAC Champs; Men’s Swimming/Diving – Patriot League Champs; Lightweight crew - #1 in nation; Men and women Heavyweight crew (won Geo. Washington Invitational; Lacrosse - #2 in nation (best since 1975).

·        What’s Going On? – Outstanding faculty and staff (many right out of Iraq combat experience); Superb mids (32%/41% men/women varsity athletes); Midshipmen Action Group recognized by CNO for community services (in their free time); USNA 7th in Princeton Review for community service; Hurricane Isabel recovery going well – received over $100 million from Congress to restore/rebuild/renovate; 91% of mids received first choice in 2004 service assignments: 267 Navy Air; 206 SWO; 194 USMC (record number); 125 Nuclear Power; 41 SWO Nuclear; Much renovation and construction in the Yard, including Chauvenet, Michelson, Halsey Field House, Robert Crown Sailing Center, and Uriah P. Levy Center & Jewish Chapel; Wesley Brown Fieldhouse scheduled for 2006 (140,000 square feet); renovation of football stadium helped motivate football team and Brigade – use stadium for other purposes, e.g., lacrosse, soccer, etc.

·        What’s Coming Up? – Sea Trials 18 May; Herndon 20 May; 3/C Recognition Ceremony (for 5 days there will be no Plebes); Commissioning Week; Summer training starts (for some) next week on 12 May; Induction Day 30 June.

·        Items of Interest – Brigade size might decrease from 4200 to 4000 in light of downsizing military and CNO/CMC requirements; Much work going on to strengthen sexual harassment programs and training – Supe pays very careful attention to this – educational program and processes are extensive; Summer Cruise – renewed emphasis on seamanship, mariner and navigation skills; all cruise in Navy ships before 1/C year; Use YPs, Seal, USMC, and other training; Leadership Task Force finishing work to identify opportunities for mids to exercise leadership skills

·        Sailing renaissance underway at USNA; Goal is to be best in the world (a leadership and marine crucible).

·        Navy Blue and Gold Alma Mater lyrics of verse one will change after 28 May to include women grads; “college men” to “colleges” and “sailor men” to “sailor brave”;  Supe’s decision – no pressure – right thing to do.

·        Noon meal prayer will continue at USNA.

·        Cost for 4 years per mid: $276,000 – less than other two Service Academies
